Europe’s Packaging & Packaging Waste Regulation

The EU Packaging and Packaging Waste Regulation (PPWR) represents a structural transformation of Europe’s packaging industry, replacing fragmented national rules with a unified regulatory framework focused on recyclability, reuse, and recycled-content integration. Effective from February 2025 and applicable across member states from August 2026, it replaces fragmented national regimes with a single EU framework and sets off a multi-year capex cycle across packaging design, recycling infrastructure, and reuse logistics. The shift favors recyclable, monomaterial, fiber-based, and reuse-oriented formats, while exposing virgin-plastic converters, multilayer flexibles, and non-recyclable formats to stranded-asset risk, compliance costs, and margin compression.
